The inspection follows the same SANS standards and water by-law items an accredited plumber works to anywhere in South Africa. It certifies that:
- The hot water cylinder installation complies with SANS 10252 and SANS 10254.
- Water pipes, particularly in the roof space, are correctly saddled.
- The water meter registers when water is drawn and stops when it is not, which means no leaks.
- The private isolating valve is in place and working.
- No storm water discharges into the sewer system.
The Items That Usually Fail
- A missing or failed pressure-reducing valve. Durban mains pressure regularly exceeds the 400 kPa allowed at the cylinder.
- No vacuum breaker on the geyser cold supply.
- Overflow pipes discharging where they cannot be seen.
- A missing geyser drip tray, except on cylinders installed before 2006.
- A leaking toilet or tap, which stops the meter test passing.
- Storm water plumbed into the sewer.

A certificate is treated as valid for six months, and any plumbing work done afterwards resets that. Where a sale agreement calls for one, book the inspection close to registration rather than early in the sale.

Is a plumbing certificate compulsory in Durban?
No. The water installation certificate of compliance that must be issued for every property transfer is a City of Cape Town by-law requirement, and no KwaZulu-Natal municipality imposes an equivalent.
The electrical, gas and electric fence certificates are national requirements and do apply here. Beetle-free certificates are customary on the KZN coast without being a legal requirement.
Why get one then?
Buyers and conveyancers increasingly ask for a plumbing sign-off in the sale agreement, banks sometimes want one before releasing a bond, and insurers ask for it after a geyser or water damage claim.
It is also the cheapest way to find out whether the pressure-reducing valve, vacuum breaker and drip tray are compliant before somebody else finds out for you.
How long is it valid for?
Six months from issue is the working convention, provided no alterations are made to the installation afterwards. New plumbing work, including a geyser replacement, means a fresh inspection.
Is this the same as a full plumbing inspection?
No. The certificate is limited to the by-law and SANS items. A full plumbing report is broader and covers condition and defects beyond what the certificate assesses.
